代理師暑假失業潮 教團：財政非藉口
【台灣醒報記者楊蕓台北報導】暑假將至，近2萬名代理教師卻因學期結束被解聘，面臨暑假「失業2個月」窘境。全教總日前調查各縣市長參選人「是否願意給足代理教師一年聘期」，26日公布結果，除高雄市長參選人陳其邁等12人表達支持，其餘多以「財政負擔」為由不願承諾。理事長張旭政表示，給足一年聘期並不是額外給代理教師福利，直言「政府不應苛扣教師2個月薪資。」
目前全國約有2萬名代理教師，聘期大多是一年一聘，若表現優良可能會獲學校「再聘」，但「再聘」的兩聘期中間會有空窗期，通常是在暑假，因此，每到暑假，都會出現許多代理教師「短暫失業」的窘境。新竹縣各級學校產業工會理事長林毓淳在記者會上表示，每到暑假前夕，代理教師的危機感都很重，「甚至有些代理教師為了維持生計，必須在暑假期間打臨時工。」
全教總日前調查50名全台各縣市現任首長與參選人「當選之後是否願意給代理教師一年聘期？」，一個月來共有20人回覆，其中包括台北市范雲（社民黨）、桃園市陳學聖（國民黨）、朱梅雪（無黨籍）、高雄市陳其邁（民進黨）、基隆市謝立功（國民黨）等12名參選人願意在當選後給足代理教師完整一年聘期。
張旭政指出，高雄市長參選人陳其邁親自致電全教總，允諾當選任內4年會逐步完成一年聘期；台北市長柯文哲回覆「涉政治及選舉連帶議題無法處理」；桃園市長鄭文燦表示要參考五都作法後再決定；新竹市長林智堅則說願意維持現況；另外只有基隆市長林右昌回覆：「暑假期間如有全時任務執行，本府即同意備查及給薪」，屬於較善意的回應。
至於其餘30名未回覆者，多以「考量地方財政負擔」等因素而不願承諾。張旭政受訪時直呼「沒有道理」，並表示，學校聘代理教師是因縣市政府實施「員額控管」制度，讓部分教師名額可不聘正式教師、改用代理教師，因此代理教師的人事經費本來就已有編列。他強調，給足一年聘期並不是額外給代理教師的福利，「政府不應苛扣代理教師2個月的薪水，把省下來的預算挪用到其他項目。」
